Traffic laws abiding citizens of Delhi

The red-light intersection on the outer-ring road near the place I live is a live example. Most of the evenings, one finds the vehicles crossing the stop-line and ready to jump into motion as soon as they realize the other intersection is going to go red, and it is going to be their turn now to go green.
